What happens if I don’t pay?
Unpaid on-street parking citations may be subject to additional fines and collection actions. Please pay timely to avoid additional costs and inconveniences.
Late Payment Policy:
If the citation is not paid within 15 calendar days from the date of issuance, a $15 late payment penalty is automatically added to the amount due. If the 15th day falls on a weekend or holiday, payment may be made on the next working day without addition of the late payment penalty. If the citation is not paid, a Past Due Notice will be generated and mailed to the violator. The notice will include the $15 late payment penalty as well as the original fine amount. The violator has 15 calendar days to pay from the date of the notice (not the day the notice is received).
If the citation remains unpaid within 15 days from date of this notice, a Law Enforcement Notice is then issued. The Law Enforcement Notice advises that if the citation and the late payment penalty remain unpaid, a $30 Administrative Collection Fee will be added to the amount due.
Unpaid parking citations are also subject to various collection actions including but not limited to Department of Motor Vehicle Registration Withholding, liens against wages or bank accounts, and automatic withholding of state income tax refunds or lottery winnings as well as booting.
- A “Stop” may be placed against a vehicle’s registration and license plate renewal for unpaid parking citations. This is called Vehicle Registration Withholding and a $20 fee is added to the account and must be paid before the “stop” may be released from the account.
- All unpaid parking citations are also submitted to the Virginia Department of Taxation’s Set-Off Debt Collection Program whereby state income tax refunds or lottery winnings may be intercepted and applied to the unpaid account. A $25 fee is added to each account to cover the costs of taking this action.
- Any vehicle with 3 or more unpaid parking citations may also be subject to Vehicle Wheel Immobilization or Booting. A $25 Boot Removal Fee is also automatically added to the amount due.
- Accounts unpaid after six months will be automatically forwarded to a collections agency and an addition twenty percent (20%) fee will apply to the balance due.
Effective April 3, 2017, the City of Roanoke has forwarded unpaid accounts older than six months to a collection agency; therefore, an additional fee of 20% is owed on any account that is more than six months old past the original citation issuance date.
